The Lead

Columbus Day turns sunny near 70, and the next rain waits for Friday four dry days for leaf season, then a colder weekend (2 min)

The holiday is the easy one. The National Weather Service has Columbus Day partly sunny at first, then gradually sunny, with highs near 70 in Pawling and Patterson and near 66 in Dover, on a light northwest wind. Tuesday stays the warm day after that, near 67 to 71, with only a slight shower chance late in the day and again before 2 a.m. Wednesday, 20 percent in all three towns.

From there the leaf window opens wide: Wednesday runs mostly sunny near 72 to 75 and Thursday stays sunny near 63 to 65, so Tuesday through Thursday is the dry stretch for a run up Route 22 or around the Taconic. Showers arrive Thursday night, mainly after 2 a.m., and Friday turns into the washout, with an 80 percent chance of showers and a high near 65 to 67. Behind the rain the season turns; Saturday tops out near 48 to 51 under sun, with Saturday night lows around 30 to 32, the coldest night of the young season, and Sunday clears near 53 to 55. If the Valley's color needs a sunny backdrop this week, Wednesday and Thursday are the days to make the drive.

What happens at Wednesday's Pawling tax levy hearing?

The Town Board holds its public hearing on a local law that overrides the state's real property tax levy limit for fiscal 2027, Wednesday at 6 p.m. at Town Hall, 160 Charles Colman Blvd, streamed on the town YouTube. The law itself does not set the tax rate; it lets the board exceed the state's levy cap when it adopts the 2027 budget next month. The town's Tentative Budget, posted Sept. 30, shows what is on the table: townwide appropriations rise from $5.12 million this year to $5.72 million proposed, and the amount to be raised by taxes goes from $3,300,795 to $3,697,348, about $396,553 more, a 12 percent increase. Add the town-outside-village funds and the proposed combined levy reaches $5,383,018 against a levy-limit line of $4,984,970. The budget summary carries a "10% override" label, townwide services account for most of the growth, and the Highway Fund outside the village remains the biggest single mover, from about $2.71 million to $3.26 million. Residents can speak before the board decides, and the board pay lines stay flat at $10,892 per member and $25,703 for the Supervisor.

Which boards meet this week?

Monday is quiet by design: the Dover Zoning Board of Appeals' 7 p.m. slot is marked cancelled on the town calendar, and the Pawling Village Board and Patterson's board do not meet this week. Pawling Town Court opens the week Tuesday at 5:30 p.m. at Town Hall. Wednesday carries the levy hearing at 6 p.m. and Dover's special Town Board the same night at 6:30 p.m. at Dover Town Hall, 126 E Duncan Hill Rd. The Pawling Conservation Advisory Board follows Thursday at 6 p.m. at the American Legion Building, 154 Charles Colman Blvd. Next Monday, Oct. 19, is a two-board night in Pawling, the Planning Board and the Village Board, both at 7 p.m., and Patterson's board returns Wednesday, Oct. 21 at 7 p.m. to adopt its 2027 budget, per its published schedule.

AI Corner: one plain-English AI thing, every issue

This week: two questions to bring to Wednesday's levy hearing.

Pawling's Tentative Budget runs 22 pages, and the hearing turns on the gap between the proposed combined levy, $5,602,334 including special districts, and the state's levy-limit line of $4,984,970, about $617,364 of headroom the override law would allow. Ask an AI to walk that summary page with you and put the two numbers in plain terms: which funds grow the most between 2026 and 2027, and what the levy-limit line would have been without the override. Both answers are on the sheet; the first shows where the money goes, and the second shows how close the budget sits to the cap. Then read the page yourself before you speak, because public comment lands better when you can point to the line.

Reply with questions; they become future AI Corner topics.
