The week's story is a cold snap inside a dry stretch. The National Weather Service gives the Valley a sunny Monday near 63 in Dover and 66 in Pawling, 68 in Patterson, with northwest gusts to 29 mph. Tuesday cools to the low 60s, and then comes the line every gardener waits for: Patterson's forecast calls for patchy frost after 4 a.m. Wednesday, with areas of frost before 8 a.m., under a clear low around 36. Dover and Pawling stay a hair above it, in the upper 30s. If you have tender plants or the last of the tomatoes, Tuesday night is the night to cover them.
After that the week is the easy kind. Sunny Wednesday near 65 to 67, then Thursday turns out to be the warmest day, near 69 to 71, before Friday settles back to the upper 60s and the weekend holds near 65 to 67 with mostly sunny skies. Not a drop of rain shows in any town's seven-day forecast, which is exactly what the foliage wants: the state's latest report, for the week of Sept. 30 through Oct. 6, still has Dutchess towns at 10 to 15 percent change and Cold Spring under 5, with reports issued each Wednesday afternoon. Cool nights and dry days from here move the color along, and the cold snap should pull some of it forward.
The questions the Valley searches this week, answer first, source after.
What is Pawling deciding tonight, and what comes after?
Two meetings, one week apart. Tonight at 7, the Village Board holds its public hearing on a local law that would repeal and replace the village's littering chapter, Chapter 38, "Littering; Collection," at Village Hall, 9 Memorial Ave, and stream it on the village YouTube channel. The proposed law text is posted on the village site, and copies are available at the Village Clerk's office weekdays 8:30 to 4. Then on Wednesday, Oct. 14 at 6 p.m., the Town Board holds its own hearing on a local law to override the state's real property tax levy limit for fiscal 2027, at Town Hall, 160 Charles Colman Blvd, also streamed. Materials for that one are at pawling.org or the Town Clerk's office. Show up, stream it, or read the text before either one.
The week fills in fast. Monday brings Minecraft Explorer at 4 and Threads Lab: Intro to Knitting at 6. Tuesday carries Mahjong at 3, Minecraft Mania at 4, and the Pawling Writers Group at 6:15. Wednesday adds Line Dancing at Lakeside Park at 2, the first of a three-part Let's Explore Animals series at 4, and VolunTeens at 5. Thursday, the biggest day, stacks Knitting & Crocheting with Friends at 2, Dungeons & Dragons at 4:30, Chess for All at 6, and the Library Board of Trustees at 6:45, open to the public. Friday the Mid-Hudson Discovery Museum returns with Chain Reaction Machines at 4:30 and 5:30 next to the teen movie Sheep Detectives at 4:30, and Saturday runs Saturday Stories and Songs at 10:30 before the library closes at noon to set up FORE! The Books, the in-library mini-golf fundraiser, 1 to 5 p.m.
Two dates left on the county page: Wednesday, Oct. 7, 2 to 6 p.m. at Garrison Fire Department, and Monday, Oct. 19, 2 to 6 p.m. at Carmel Fire Department. They are for residents 18 and older, the fee is $30 cash or credit, and anyone 65 or older, or anyone with a Medicare card, gets the shot free with the card. Walk-ins are welcome, and both locations offer in-car vaccination if you flag the need when you register at putnamcountyny.gov/fluclinic or call 845-808-1332.
Roads: the drive stays dry all week, but Tuesday night into Wednesday morning brings the first frost talk of the season, patchy after 4 a.m. and areas of frost before 8 a.m. around Patterson, so watch the cold pockets on Route 22 and the back roads early Wednesday. Gusts run near 29 mph again Monday afternoon, then the wind lays down for the rest of the week. In-car flu clinic tip: the Garrison clinic runs Wednesday 2 to 6, so east-of-22 drivers can pair it with the school run.
Rails and meetings: the Harlem Valley line keeps its regular weekday pattern this week. This week's boards: Pawling Village Board hears the littering law tonight at 7 at Village Hall, the Pawling Planning Board meets tonight at 7 at Town Hall, the Pawling Town Board's tax-levy-override hearing lands Wednesday, Oct. 14 at 6, Patterson's board carries its 10 a.m. LED bid opening and two 7 p.m. hearings Wednesday, then budget adoption Oct. 21, and Dover stays as it stood, ZBA Oct. 12 marked cancelled, Planning Oct. 19 and Town Board Oct. 28, both at 126 E Duncan Hill Rd.
AI Corner: one plain-English AI thing, every issue
This week: let AI read Pawling's proposed littering law before you weigh in.
The village hearing runs tonight at 7, and the proposed law text is posted on the village site. Paste the chapter into your AI and ask for the plain-English version: what conduct counts as littering now and what gets added or dropped, what the penalties are, and what changes for the village's collection duties. Ask it for the three sentences a resident would care about most. Then read the actual text for those three parts yourself, because the only opinion that counts tonight is the one grounded in the words on the page, and an AI paraphrase is not the law.
Reply with questions; they become future AI Corner topics.
