The Lead

The rain ends tonight and Columbus Day turns sunny, near 70 about three-quarters of an inch falls today, and the next shower chance waits until Tuesday night (2 min)

The soaker is the morning's half of the story. Rain, mainly after 10 a.m. in Pawling and 11 in Dover and Patterson, piles up about three-quarters of an inch in Pawling and a half-inch in the other two towns before it exits tonight; the National Weather Service has the odds at 100 percent for today in all three. The heaviest rain runs out before 2 a.m. Monday. If today's errands can wait, Monday is the day: mostly cloudy at first, then gradually sunny, with highs near 68 in Dover and 70 in Pawling and Patterson.

The stretch that follows matters more for leaf season. Tuesday holds partly sunny near 67 to 69 before a 30 percent shower chance sneaks in before 2 a.m. Wednesday, and then Wednesday through Thursday run dry and bright, near 61 to 71. The state's I LOVE NY foliage report, issued Wednesday afternoons from volunteer field observers, still has Dutchess towns at 30 percent change with average-to-bright yellows and reds and Cold Spring at 20 percent, its most advanced color along Routes 301 and 403 and the Taconic State Parkway. A warm dry week after today's soak is the kind that moves the Valley's own color right along; Friday carries the next real shower chance, near 50 percent.

What is the Pawling tax levy hearing about, and what would it cost?

The Town Board's public hearing on a local law overriding the state's real property tax levy limit for fiscal 2027 runs Wednesday at 6 p.m. at Town Hall, 160 Charles Colman Blvd, streamed on the town YouTube. The town's Tentative Budget, posted Sept. 30 on pawling.org, shows why the law is on the table: townwide appropriations rise from $5.12 million this year to $5.72 million proposed for 2027, and the amount to be raised by taxes goes from $3,300,795 to $3,697,348, about $396,553 more, a 12 percent jump. The budget summary carries a "10% override" label and puts the levy-limit cap at $4,984,970 against a proposed combined levy of $5,602,334, about $617,364 over the cap line. Town Board pay stays flat at $10,892 and the Supervisor's at $25,703; the largest single increase sits in the Highway Fund for the area outside the village, up from about $2.71 million to $3.26 million. Materials are available at pawling.org or the Town Clerk's office, and residents can speak before the board decides.

Where can I still get a flu shot this month?

Roads & Rails

Wet tonight, then a dry stretch for the leaf roads the travel picture through Friday (1 min)

Roads: today is the day to stay off them where you can, with rain, heavy at times, through the afternoon and an additional quarter- to half-inch overnight. Monday dries by mid-morning and Tuesday stays mostly dry until the small overnight shower chance, so leaf-peeping runs along Route 22 and the back roads get a clean three-day window Monday through Wednesday. Wednesday through Friday run dry and bright, high 60s to near 70 Wednesday before Thursday cools to the low 60s; the next soaker lines up Friday, near a 50 percent chance of showers.

Rails and meetings: the Harlem Valley line keeps its regular weekday pattern this week with no advisories posted on the MTA feed this morning. The boards: Pawling Town Court Tuesday 5:30, the Pawling levy hearing Wednesday 6 p.m., Dover's special Town Board Wednesday 6:30 p.m., the Pawling Conservation Advisory Board Thursday 6 p.m., and Dover's Zoning Board of Appeals stays cancelled for Monday, Oct. 12. Next week: the Pawling Planning and Village Board nights Monday Oct. 19, Patterson's budget adoption Wednesday Oct. 21, and Dover's regular Town Board Wednesday Oct. 28 at 6:30 p.m.

AI Corner: one plain-English AI thing, every issue

This week: ask AI to read the budget's levy page with you before Wednesday.

Pawling's Tentative Budget is 22 pages, and the page that matters Wednesday is the summary sheet where the proposed levy meets the state cap. Drop that page into your AI and ask three things: how much the tax levy rises from 2026 to 2027, what the levy-limit line says, and which funds grow the most. The document itself shows the shape of it, about $617,364 between the proposed combined levy and the 1.0295 levy-limit line, and an AI can walk you from that number to the funds and line items that moved. Then read the summary page yourself before you speak; public comment lands better when you can point to the line.

Reply with questions; they become future AI Corner topics.
