The last week of October starts quietly in the Valley, with no programs on either library calendar today and a sunny afternoon near 62 in Dover and 64 in Pawling and Patterson behind the morning frost. The week builds toward Saturday, when Trick or Treat Pawling carries the Haunted Library at the Pawling Free Library from 10:30 a.m. to 1:30 p.m.: gently spooky games, crafts and candy stations, all ages with a caregiver, drop in or stay the whole time. Sunset on Halloween runs 5:51 p.m. with civil twilight ending 6:19 p.m., so the doorbell hour comes early.
The library's own run-up starts Wednesday, when Lanterns at the Library pumpkin drop-off opens at the Pawling Free Library and stays open through Thursday; pumpkins go on display Halloween morning, 10 a.m. to 4 p.m., with visitors voting for Pawling's Perfect Pumpkin and the winner announced Monday, Nov. 2. Thursday brings the craft warm-up: Witch Noses at the Pawling Library Annex, 4 to 5 p.m., ages 7 and up, where the green nose is meant to be worn straight to the Haunted Library. Patterson's Spooky Science runs the same afternoon, 4:30 to 5:15 p.m. for ages 5 to 8, with registration required.
Patterson keeps a stake in Saturday too: the library's monthly Saturday Story Time lands on Halloween itself, 11 to 11:45 a.m. in the Green Room for ages 2 to 5 with a caregiver. Between the pumpkin vote, the nose workshop and two libraries running their own versions of the day, the Valley's Halloween week carries more library stops than a usual week.
The questions the Valley searches this week, answer first, source after.
What is the Great Swamp conservation study?
A needs assessment and conservation study of the Great Swamp, the 20-mile, 6,000-acre wetland that runs through Patterson and Southeast and down into Pawling and Dover, run by the state Department of Environmental Conservation. It is the first comprehensive study of the swamp in more than 25 years, and it is meant to evaluate climate effects and the status of threatened species in the wetlands. The money is $300,000, included in the state's 2026-27 budget for the review. The swamp matters to this valley for a plain reason: it filters and stores water that feeds the Croton Reservoir system, New York City's drinking water.
Patterson's forecast carries frost three more named mornings after today: areas of frost after midnight tonight, before 10 a.m. Monday, and then after 2 a.m. Tuesday night into Wednesday, when the forecast calls for widespread frost before 8 a.m. That is the round yesterday's issue did not have; Tuesday night runs near 29 in Dover and 33 in Patterson, cold enough for one more early-week scrape. After Wednesday morning, no period through Saturday names frost again, and the days behind it warm steadily: 66 to 69 by Thursday and Friday.
Monday, Nov. 2 is a double deadline, and both ends of town share it. In the village, the fiscal-year tax window at Village Hall, 9 Memorial Ave, closed its penalty-free stage on July 1, so November payments carry five percent interest for the first month late under the treasurer's posted notice. For town water and sewer customers the rule is starker: no payments are accepted after 12:00 noon on Nov. 2, whatever the postmark says, and any outstanding balance attaches as a lien to the town tax bill. If the bill is still sitting on the counter, Monday morning is the window, and the town clerk's office takes payments 8:30 a.m. to 4 p.m. weekdays at 160 Charles Colman Blvd.
What is happening Halloween week at the libraries?
The full run is in the Lead above, in order: Lanterns at the Library pumpkin drop-off Wednesday and Thursday at the Pawling Free Library, Witch Noses at the Pawling Annex Thursday 4 to 5 p.m. for ages 7 and up, Spooky Science at Patterson Thursday 4:30 to 5:15 p.m. for ages 5 to 8 with registration required, and on Halloween itself the Haunted Library at the Pawling library, 10:30 a.m. to 1:30 p.m. during Trick or Treat Pawling, the Lanterns pumpkin display and vote 10 a.m. to 4 p.m., and Patterson's Saturday Story Time 11 to 11:45 a.m. for ages 2 to 5.
Two, both posted by the towns themselves. Dover's Highway Department is hiring a full-time Heavy Machinery/Equipment Operator; applications go through the Town Clerk's office at 845-832-6111 and are accepted until the position is filled. Patterson's Justice Court is still taking resumes for a full-time clerk to Judge Michael V. Caruso, 35 hours a week plus court nights, paying $47,000 to $53,000 plus a stipend for court sessions, resumes to mvcaruso@nycourts.gov.
Three items. Patterson's sealed bids for snow and ice removal at town facilities and sidewalks are due at the Town Clerk's office by 10 a.m. Monday, Nov. 2, opened and read aloud on the spot. The AARP-sponsored survey for Patterson's senior residents, about 20 minutes, is on the town's announcements page. And the Chestnut Ridge Road closure in Dover holds for the county's culvert repair, with the town's notice still steering drivers to the posted detour.
The seven-day runs dry everywhere. Today is sunny near 62 in Dover and 64 in Pawling and Patterson; tonight clears with lows near 31 to 33 and areas of frost after midnight in Patterson. Monday reaches 64 to 66 under sun with one more named frost before 10 a.m. in Patterson, and Monday night stays near 39 to 42, the mildest night of the stretch so far. Tuesday is the step-down, sunny but only near 54 to 57, and Tuesday night brings the midweek round: near 29 to 33 with patchy frost after 2 a.m. in Patterson and widespread frost before 8 a.m. Wednesday. After that, the week warms steadily, 66 to 69 Thursday and Friday, with no frost and no rain named in any period through Saturday.
The standing road item holds: the Chestnut Ridge Road closure in Dover continues for the county's culvert repair, per the town's notice, and drivers keep to the posted detour. The boards: Pawling's Zoning Board of Appeals Monday at 7 p.m. at the Town Clerk's office, Pawling Town Court Tuesday at 5:30 p.m., Dover's Town Board Wednesday at 6:30 p.m. at Town Hall, 126 E Duncan Hill Rd, and Patterson's board meets Wednesday, Nov. 4 at 7 p.m. For the train, the Harlem Valley line runs its normal schedule with no work listed on the Metro-North notices this week.
AI Corner: one plain-English AI thing, every issue
This week: what a 25-year gap between studies tells you about an AI summary.
The Great Swamp news is easy to compress into a chatbot answer: "the state is funding a study of the swamp." The number that matters sits one sentence deeper: there has been no comprehensive study in more than 25 years. That fact is what turns a routine agency project into news for this valley, because everything the study measures, from threatened species to how the wetland handles bigger storms, has drifted without a current baseline. When an AI summary gives you the event without the gap, you lose the reason to care. The check is one question: how long since this was last done, and who says so? Ask it of any summary, and ask it twice when the subject is land, water or a public budget.
