The Lead

The levy hearing is tonight, the washout holds for Friday, and the first freeze stays on schedule for Saturday night two dry days, then a 100 percent washout Friday (2 min)

Today is the warm one: mostly sunny with highs near 77 in Pawling and Patterson and 74 in Dover, on a west wind around 5 to 10 mph. Tonight stays mostly clear with lows near 46 to 48, and Thursday is the second dry day, sunny near 61 to 64. That is the whole dry window: showers arrive after 2 a.m. Friday at a 90 percent chance, and Friday runs wet at 100 percent with highs near 66 to 69, a quarter to half inch of rain, and a thunderstorm possible after 5 p.m.

Behind the rain the season flips. Saturday is sunny and breezy near 47 to 49, and Saturday night brings the first freeze of the season, lows near 30 to 32. Sunday clears near 56 to 59 with frost on the windshields, Monday runs sunny near 62 to 64, and Tuesday climbs back to the mid-60s. Between the errands, the week's main event is tonight at 6 p.m., when the Pawling Town Board opens its public hearing on the tax levy override law for fiscal 2027, and Dover's Town Board holds its special meeting at 6:30.

What happens at tonight's Pawling tax levy hearing?

The Town Board holds its public hearing on the local law that overrides the state's real property tax levy limit for fiscal 2027, tonight at 6 p.m. at Town Hall, 160 Charles Colman Blvd, streamed on the town YouTube. The law itself does not set a tax rate; it lets the board exceed the levy cap when it adopts the 2027 budget. The Tentative Budget, posted Sept. 30, shows what is on the table: townwide appropriations rise from $5.12 million this year to about $5.72 million proposed, and the amount to be raised by taxes goes from $3,300,795 to $3,697,348, a 12 percent increase. Add the town-outside-village funds and the proposed combined levy reaches $5,602,334 against a levy-limit line of $4,984,970, about $617,364 of room the override would use. Last year the same table sat $13,920 under the cap. The Highway Fund outside the village remains the biggest single mover, from about $2.71 million to $3.26 million, the elected pay lines stay flat at $10,892 per board member and $25,703 for the Supervisor, and residents can speak before the board decides.

What is Dover's special Town Board meeting about tonight?

The board meets at 6:30 p.m. at Dover Town Hall, 126 E Duncan Hill Rd, one more session on the 2027 budget before adoption. The board ran its budget hearing Oct. 7, and the posted agenda lists the 2027 budget discussion with the regular business. Patterson, meanwhile, already held its own budget hearing Oct. 7 and moves to adopt its 2027 budget Wednesday, Oct. 21 at 7 p.m. at Patterson Town Hall, 1142 Route 311, the meeting the town streams on YouTube and Zoom.

Roads & Rails

Two dry days, then a full washout Friday and frost on the Sunday windshield the travel picture through the freeze (1 min)

Roads: today and Thursday stay dry for the leaf drive along Route 22, Dover's back roads and the Taconic, with today the warm one near 74 to 77. Rain moves in after 2 a.m. Friday and runs through the day at 100 percent, a quarter to half inch, with a thunderstorm possible after 5 p.m.; wet leaves make the Friday morning commute the slick one. AI Corner: one plain-English AI thing, every issue

This week: ask the AI to walk you through the budget table before tonight's hearing.

The Tentative Budget for fiscal 2027 is a 22-page PDF full of fund codes, and the public hearing starts at 6. Hand the file to an AI and ask for the plain-English version: what townwide spending is this year versus proposed, what the levy is now versus the cap line, and which fund moves the most. Then do what the board's own numbers do, check the math: appropriations of about $5.72 million against about $1.99 million in revenue and fund balance is how the board lands at $3.7 million to be raised by taxes. The model will not vote and neither will you tonight; the point is walking into the hearing already knowing which line you want to ask about, and checking the answer against the printed page the clerk reads from.

Reply with questions; they become future AI Corner topics.
